Dog Import and Export Regulations in India

It’s best for Indians to travel with their pets to India if they’ve been abroad for at least two years and haven’t visited India for more than 180 days. You’ll need an OCI card or PIO card if you want to bring your pet to India if you are a foreign national of Indian origin.

If you’re an Indian citizen on a short visa, you can get a DGFT license to bring your pet to India if you don’t have a pet. For your pet to be imported, you have to move to India to work or live for at least one year if you’re not an Indian. You can’t import dogs or cats that aren’t with their owner if they’re relocating to India. Dogs aren’t allowed to breed or sell in India.

Pet Microchip

You can bring your own microchip scanner if your pet’s microchip isn’t ISO 11784/11785 compliant. If your pet’s microchip isn’t ISO 11784/11785 compliant, your pet must be microchipped with an ISO 11784/11785 compliant 15-digit chip.

Import Permit

It takes a license for cats and dogs entering India as tourists or for changing ownership. After a change of ownership, cats or dogs need to be quarantined in a quarantine facility in the originating country for 30 days. Pets entering India with their owners need a No Objection Certificate (NOC) from the Animal Quarantine Station, no matter if they’re accompanied or unaccompanied. A NOC has to be applied for in person by the owner, his or her agent, or their representative.

Vaccinations

Vaccination against rabies is required for dogs and cats at least 31 days prior to entry. Rabies vaccinations are recognized for up to three years. It is recommended that dogs are vaccinated against Distemper, Leishmaniasis, Parvovirus, and Leptospirosis if they have recently arrived from a country where rabies, is a major concern.

Prior to entering India, cats should receive vaccination against FVRCP including Feline Enteritis and Feline Pan Leukopenia. It’s too late if a dog shows any signs of rabies, distemper, parvovirus, leptospirosis, infectious canine hepatitis, scabies, or leishmaniasis.

Rabies Titer Test

To enter India from any country, a rabies titer test is not required to prove resistance to the disease.

Health Certificate & Other Forms

As soon as a USDA (or CFIA) accredited veterinarian completes the Veterinary Certificate for India, it must be endorsed by the USDA or CFIA no more than 30 days before travel if traveling from the United States or Canada. You must ensure that the Governing Authority of your country is in charge of the import and export of animals in English if you do not travel from any of these countries.

If you are not traveling from either of these countries, this endorsement should be obtained from the Governing Authority of your country. Transfer of residence requires a Notary Public’s certificate, as well as an employment contract, appointment letter, or company identification.

Commercial Shipments

You can’t import dogs to India for breeding or commercial purposes. They’ve got to go along with the owner’s residency transfer. The Director General of Foreign Trade needs a license to import pets for show or breeding.

Quarantine

You can get a 14-day government-supervised quarantine or a 30-day home quarantine for pets entering India under transfer of residency, depending on the health of your pet when inspected. In most cases, dogs and cats visiting India don’t have to go into quarantine unless import regulations aren’t met. If all regulations are met, then a home quarantine is imposed.

Entering India by Air

Pets can be transported as cabin baggage, checked luggage (accompanied animals), or air cargo (unaccompanied animals) to New Delhi, Mumbai, Bangalore, Chennai, Hyderabad, and Kolkata. Up to two pets per person are allowed. More pets require a license from the Director General of Foreign Trade.

Pets must arrive within 30 days. When the owner applies for a work visa or spouse/dependent visa, their first immigration stamp must appear on their passport within 30 days. Pets can enter unaccompanied between 7 and 14 days after their owner.

Pets must be held with their owner’s original passport until they clear customs. You shouldn’t present your pet outside of these hours. Pets should arrive between 5:00 AM and noon. If your dog or cat doesn’t seem to be well, you might need to have them examined by a veterinarian.

Puppies and Kittens

The government won’t let you import puppies or kittens that aren’t vaccinated. They have to be microchipped, then vaccinated for rabies at 3 months old and wait for 30 days before they can enter the country.

Banned Breeds

The Indian government does not publish a list of banned breeds on its website.

Exporting Pets

If a dog or cat will be exported within the next 7 days, the veterinarian must provide a health certificate and also require the Animal Quarantine and Certification Service to issue an animal health certificate, as well as all the necessary documentation for the country of shipment.

Other Animals

Pets in India are only dogs and cats. If they aren’t endangered under CITES, invertebrates, reptiles, amphibians, and mammals like rats and rabbits can be imported as air cargo with a DGFT license.
